The Institute of International Sport at the University of Rhode Island created the observance with its first celebration on March 6, 1990, held in approximately 3,000 schools across the United States. In 2005, U.S. Senators Lincoln Chafee and Jack Reed recognized its 15th anniversary in the Congressional Record.
