The 101st U.S. Congress passed H.J. Res. 652, signed into law by President George H. W. Bush as Public Law 101-564 on November 15, 1990, designating March 25, 1991, as National Medal of Honor Day. It was created to honor recipients' heroism and commemorate the first awards given on March 25, 1863.
